A few schools have created new aid forms or processes on the fly to award their own grants and scholarships. In 2020, Congress passed a law that required enormous changes to the processes used to award federal aid. The first was to the Free Application for Federal Student Aid, or FAFSA, form to make it easier to complete. Another was to the formula that doles out federal aid, which was made in part to offer more help to lower-income students.

The closures have worsened so-called “maternity care deserts" — counties with no hospitals or birth centers that offer obstetric care and no OB providers. Ultimately, doctors and researchers say, having fewer hospital maternity units makes having babies less safe. “It feels like you’re held in a way.”Some states and communities are taking steps to create more freestanding birth centers. It was a novel and “innovative” idea to request federal nurses to boost staffing at a rural maternity unit, Wyden’s office said.

China's central bank trimmed its one-year lending rate by 10 basis points and left its five-year rate unmoved, a surprise to analysts who had expected cuts of 15 basis points to both. Disappointment at the meagre move saw Chinese blue chips (.CSI300) ease 0.3%, while the Australian dollar took a dip as a liquid proxy for China risk. Analysts at Goldman Sachs, meanwhile, argue there is still scope for investors to add to equity positions. The ascent of the dollar and yields was weighing on gold at $1,887 an ounce , having touched a five-month low last week. Brent was up 38 cents at $85.18 a barrel, while U.S. crude bounced 45 cents to $81.70 per barrel.

“Flamin’ Hot” says “no,” that only through the gospel of ganas may we enter the kingdom of heaven. But, oh, how “Flamin’ Hot” tries. “Flamin’ Hot” isn’t even effective propaganda. There can be a successful Latino, the movie says, but only one; the people who serve him must also be Latino. A movie can depart from the strict truth and capture a broader, deeper truth, so I hoped “Flamin’ Hot” would surprise me.

But perhaps most importantly in this context, it actually serves to further erode LGBTQ rights around the world. Putin has used attacks on LGBTQ rights as a way to try to appeal to African leaders, suggesting Russia is more aligned with their conservative values. Slapping stiff sanctions on Kampala will reinforce this rhetoric and allow the anti-LGBTQ attacks he’s using to gain greater strength. Instead, we should look at how to prominently elevate and sustain the focus on LGBTQ rights in our relations with Uganda as well as with these other nations. We should invite more Ugandan musicians, artists and actors to collaborate with leading American LGBTQ cultural figures.

But just when it looked as though the incentive monster was being cut down to size, the CHIPS Act and the Inflation Reduction Act are threatening to give it an enormous infusion of steroids. The CHIPS Act, at least, requires companies to do some good in return. In February, Ford agreed to build its new electric vehicle plant in Michigan, but only after extracting a promise of as much $1.75 billion in state and local incentives. To limit the damage to state and local budgets and ensure meaningful community impacts, there are a few things we can do. First, Congress should consider amending the U.S. CHIPS Act to ensure that there are no requirements that projects receive any state or local funding in order to obtain federal dollars.
Sanders wants to expand the estate tax to 45% on estates worth at least $3.5 million. The amount exempted from estate tax essentially doubled under Trump's 2017 tax legislation. WASHINGTON — U.S. Commerce Secretary Gina Raimondo said companies that voluntarily agree to forgo stock buybacks for five years will get preferential treatment when the agency doles out $52 billion authorized under the CHIPS and Science Act. Raimondo said stock buybacks is one factor being taken into consideration as part of a $39 billion manufacturing subsidy program. The law also creates a 25% investment tax credit for building chip plants, estimated to be worth $24 billion. Beyond that, we're giving a preference to companies who voluntarily say they won't do a buyback for five years," Raimondo told CNBC's Sara Eisen on Monday. The Commerce Department began accepting applications for CHIPS funding at the end of February.

George Santos, R-N.Y., seats on two House committees, even as he faces federal, state and local investigations and fellow Republicans demand that he resign. Asked if Santos would be a distraction to his committee, Williams replied: "It's only going to be a distraction to those who want to distract." If they think [Santos's controversy] is going to be the main thing that comes out of the committee, they're going to really miss the boat." On Tuesday, McCarthy said the decision to grant Santos committee slots was made by the Steering Committee, and that he did not make that decision alone. When asked why Santos was given two committee assignments, McCarthy said that was standard protocol.
WASHINGTON — House Republicans have assigned Reps. Marjorie Taylor Greene, R-Ga., and Paul Gosar, R-Ariz., to serve on committees again after Democrats stripped them of that privilege in 2021, according to a member of the GOP Steering Committee, which doles out the appointments. Greene has been assigned to the House Committee on Homeland Security, which Republicans will use to focus on border security and investigate Homeland Security Secretary Alejandro Mayorkas. Gosar, meanwhile, has been assigned to the House Committee on Natural Resources, where he had served just before his removal, the member said. The Democratic majority chose to pursue a proposal to remove Greene from her committees after House Republican leaders opted not to take action against Greene. As part of the measure, Gosar was censured, which is considered the harshest punishment against a member in the House, after expulsion.

Twelve Starbucks stores petitioned for representation by the Starbucks Workers United union in September, down from a peak of 71 in March, National Labor Relations Board records show. The eight petitions filed in August marked the smallest number since December, when the first Starbucks cafe voting to unionize led to a wave of other locations seeking elections.
